The Holden Public Safety Building Committee was created by Town Manager, Brian J. Bullock, under Executive Action 06-01 dated October 2, 2006.  Done so in accordance with the powers granted to him under Section 14 (B) of Chapter 406 of the Acts of 1951.
 
Purpose
The purpose of the Holden Public Safety Building Committee will be to develop specific plans, specifications, and construction documents in order to construct a new public safety facility or facilities.  The Building Committee shall be responsible for addressing and making recommendations for all on and off site improvements necessitated by the chosen design plan.
 
Functions
  • The Committee shall review the work of the prior PSBC to ascertain helpful information and to avoid duplication of effort.

 

  • The Committee shall solicit proposals for design of the facility, narrow the field of applicants, interview finalists, and recommend a prioritized list of three architects for the project to the Town Manager.

 

  • The Committee and architect shall meet with the Police and Fire Department staff to thoroughly determine the program needs for the new facility.

 

  • The Committee shall review and visit as practical other public safety facilities and develop a list of design features to be incorporated into the plan for the facility.

 

  • The Committee shall work closely with the selected architect to design and construct a quality facility or facilities that will serve the needs of the Town's public safety departments for the forseeable future.  Included in that review shall be the efficacy of building a combined public safety facility, construction of separate stand alone facilities, and/or additions and renovations to the existing facilities.

 

  • The Committee shall review possible site locations and select a site for the facility.  To facilitate the selection process, the chosen architect shall either demonstrate an in-house expertise or add to their design team an expert specifically skilled in the selection of sites for public safety facilities.  This review shall include but not limited to the following:

 

    • Review of existing Town owned sites (including the current sites) as possible locations for the new facility.

 

    • Specifically review the adaptive reuse of existing buildings and/or locations for this facility.

 

    • Examine the opportunities for the partnering of this facility with other municipal needs.

 

  • The Committee shall meet with other Town Boards, committees, citizens, and professionals as needed to receive input and comment.

 

  • The Committtee shall hold ample public meetings to receive input on the location and type of facility to be constructed.

 

  • The Committee shall forward its recommendations for the construction of a new public safety facility including site selection by October 1, 2007.

 

  • Once a final plan and budget for the facility have been agreed upon, the Committee will act as project advocate by holding public informational meetings, confering with town committees, community groups and other organizations, preparing visual and other promotional materials for dissemination through various media, and presenting the project to voters at Town Meeting.

 

Duties

 

Meetings: The Committee shall maintain proper records of their meetings and shall notify the Town Clerk in accordance with the applicable Annotated Laws of the Commonwealth of Massachusetts at least 48 hours prior to the scheduling and commencement of any meetings.  Meetings shall be open to the public and allow for appropriate public input.

 

 

Organization

 

The Holden Public Safety Building Committee shall consist of nine members appointed by the Town Manager who shall serve for the duration of the project representing the following:

 

  • 1 Member of the Board of Selectmen
  • 1 Member of the Finance Committee
  • 7 Members from the Public at Large

 

The Committee shall organize and select a chairman and other officers as it sees fit.

 

The Police Chief and Fire Chief shall serve as ex-officio members and staff to the Committee without vote.  Other ex-officio members with particular expertise may be appointed as appropriate.

 

Members of the Committee may be removed with notice for:  (a) undue absenteeism (b) no longer residing in the Town of Holden (c) prolonged illness.
